The Workers Compensation Act and the Occupational Health and Safety Regulations establish requirements for employers whose workers may be working alone or in isolation. In alignment with these requirements, the City has established Safety Policy SP09‑07 “Working Alone or in Isolation,” along with associated procedures intended to eliminate hazards where possible, or otherwise reduce the risk of injury, harm, or violence to staff, and to ensure access to assistance when required.

A critical component of these procedures involves providing staff with effective and reliable tools to confirm their safety, to check in while working alone or in isolation, and to initiate a timely response when assistance is required.

In addition to employee safety monitoring, the City operates multiple facilities where visitor check‑ins are required for safety, security, and emergency management purposes. The City is interested in solutions that support QR code–based visitor check‑in using visitors’ personal mobile devices and provide authorized City staff with real‑time visibility into visitor presence on site.

The City is seeking a commercially available, proven solution. The intent of this procurement is to obtain a scalable and supportable service that can be implemented without extensive custom development. Proponents may propose cloud‑hosted or Software‑as‑a‑Service (SaaS) delivery models, provided all requirements outlined herein are met.
