Description: 

1. Purpose 

The City requires the provision of group benefits insurance coverage, claims adjudication and payment services, and related account management and administrative services for its employee Group Benefits Program. 

The Group Benefits Program is intended to support employee wellbeing, attraction and retention, and collectively bargained commitments while ensuring fiscal responsibility, regulatory compliance, and administrative efficiency. 

Through this Request for Pre-Qualifications (RFPQ), the City seeks to identify and pre-qualify experienced and financially stable insurance providers capable of delivering high-quality group benefits solutions and supporting the City's long-term objectives, including: 

  • Competitive and sustainable long-term pricing; 

  • Comprehensive coverage that meets collective agreement and policy requirements; 

  • Innovative solutions that improve cost-effectiveness, administrative efficiency, and employee experience; 

  • Responsive, proactive, and collaborative service delivery; 

  • Dedicated and experienced account management resources; and 

  • Flexibility to support future plan design changes and evolving workforce needs. 

This RFPQ is intended solely for insurance providers and/or claims-paying organizations. The City is not seeking submissions from benefits advisors, brokers, consultants, or third-party administrators. The City seeks a direct contractual relationship with the insurer(s) responsible for underwriting and/or paying claims. 

The City has retained a benefits consultant in an advisory capacity to support this procurement process. All communications regarding this RFPQ shall be directed through the City's procurement process and designated procurement platform. Any future pricing submissions shall be provided net of commissions.
